We fully removed the existing shingles and underlayment on this Maryland carport/garage, inspected the deck for damage, and installed a brand-new system from the deck up. The challenge was scope honesty. Many contractors quote "shingle replacement" and skip the underlayment, which is where roofs really fail. Our solution was a full tear-off including the old underlayment, new synthetic underlayment across the entire deck, proper ice-and-water shield, new drip edge, and architectural shingles installed to spec.
